Our Story

Bangladesh Institute of Governance and Management (BIGM), formerly known as Civil Service College, Dhaka, a post-graduate institution affiliated to the University Of Dhaka, has been established with the objective of creating a centre of excellence for studies and research on public policy and management, and promotion of good governance in the country. Registered under the Trust Act, 1982 as a nonprofit organization and provides opportunities for higher studies at a subsidized tuition fee. The Institute was established in 2006 and currently 11th and 12th batches are studying. At present, it offers Masters in Public Affairs in (i) Governance and Public Policy (GPP), (ii) International Economic Relations (IER) and (iii) Human Resource Management (HRM). The Institute plans to expand its academic Programme by incorporating Masters in Public Affairs degree in 3 new areas i.e., Project Management, Public and Financial Management, Procurement and Supply Chain Management within coming years. At the beginning, the Institute had been functioning in a rented accommodation in the BIAM Foundation Bhavan at Eskaton. It moved to its own campus at Agargaon in July 2013.

The Institute is the brainchild of a few distinguished members of the civil services, retired and active, led by the former cabinet secretary the late Mr. M. Mahbubuzzaman. The idea of establishing an institute for higher studies for the members of the civil services in Bangladesh was felt since long. However, vicissitudes in political scenario thwarted concretization of the idea. While effective management of the public services has increasingly become knowledge bound, skill intensive and complex and the size of civil services cadres in Bangladesh has increased manifold, opportunities and exposure to systematic and comprehensive in-service training and higher studies in particular both at home and abroad have become highly limited. Facilities for higher studies for the civil servants particularly on public policies and governance were non-existent in the country. Consequently, the number of officers getting opportunities for higher studies abroad had become so few that they could hardly make any difference in the quality of governance.

The Institute aims at meeting the needs of higher studies of those civil servants and private sector executives including those of the third sector entities (NGOs), who do not get a chance for higher studies abroad but have sound academic background and potentiality, are keen to improve their knowledge and performance, in order to create a critical mass needed for improving the degree of efficiency in the delivery of services and improve the quality of governance in general. This arrangement is expected also to strengthen public and private partnership, and promote a sense of mutual recognition, so essential for holistic development in a market driven economy.
